Should You Continue Renting or Should You Buy?

Several times a week someone tells me, “My friends say wait to buy because the market is going to go down this year.” I am sure these same friends were telling these same people the same thing last year. Let’s focus in on Santa Monica Condominium sales for example. Last year, when the “bubble” was bursting median sales prices went up 12.3%. The median sales price for all types of real estate in Los Angeles went up 7.3%. Yes, the number of sales went down from 8,269 in 2005 to 6,888 in Los Angeles and average days on market went up from 41 to 57 days. However, 2005 was a record year for real estate sales. The fact that the pace of sales decreased in 2006 means the market shifted from going a metaphorical 100 miles per hour, a pace that is impossible to maintain, to a more sustainable 70 miles per hour.

Let’s say for example that you didn’t listen to your friends or the media and purchased a home last year for $700,000. At the median increase in value of 7.3%, you would have enjoyed about .6% or $4,200 a month gain in equity.

Another misconception is that it is better to rent now than to own. It may be better to rent if you don’t plan on being in the same place for more than a year or two or if you just moved to Los Angeles or Santa Monica and don’t know what neighborhood will work best for you. There are also some people who can’t come up with the money every month for the mortgage, taxes and home expenses. For all the rest of you, households making a combined income of about $90,000 a year or more, it is a good business decision to buy.

Thanks to the media created “bubble” hype, and an ever increasing demand for shelter in Los Angeles, rents have increased about 12% citywide in the past year. Many rental seekers have said they see closer to a 15-20% gain on the Westside and in Santa Monica. You can buy a very nice 2br condo in a great Santa Monica neighborhood for around $700,000. This same condo will now rent for around $2,800-3,200 a month. To own it, with a 6.25% interest rate, taxes and $300 a month in dues, it will cost you approximately $4,900 a month. However, after taxes at 30% (many people pay more), your effective cost is about $3,100 a month. If you hold onto this same property for the next five years and enjoy a modest 3% or $21,000 increase in value per year, you will make over $100,000 in equity. If you sold and paid about 6% in closing costs, clearing $40,000, your effective cost of homeownership is only about $2,400, less than renting and a steal of a deal if you consider that rents will also be going up over the same period.

November Los Angeles Real Estate and Condominium Statistics, YTD

Here are some more statistics I found on the MLS. In 2005 there were 7,773 new condo listings, of which 5,375 sold. In 2006 there are 9,723 new listings and 4,429 have sold. Therefore the number of sold listings is only down about 20%. However, the ratio of new listings to number of sales is up to over 220%. In 2005 the ratio was 140% meaning the ratio has increased. So if there were four to see in 2005 there are now six. Not huge but definitely notable.

It may also be notable that leases have gone up all over Los Angeles about 12%. I have noticed a greater increase for certain areas as high as 20%. Most of the more desirable westside areas are up around 15%.

Condominium Median Sales Prices YTD in Santa Monica, Brentwood and West Los Angeles

The following DATA is taken from our local MLS run by the Beverly Hills and Greater Los Angeles Association of Realtors.

These are year to date statistics:

Santa Monica Condominiums up 12.18%
Brentwood Condomiminums down - 2.45%
Venice Condomiminums down - 10.68%
West L.A. Condomiminums up 17.17%
Westwood Century City Condomiminums down - 4.87%
Palms Mar Vista Condomiminums up 9.07%
Marina Del Rey Condomiminums up 4.9%
Culver City Condomiminums up 7.63%
Beverly Hills Condomiminums up 10.71%
Bel Air Condomiminums up 13.04%
West Hollywood Condomiminums up 3.57%


Of the major westside neighborhoods the only ones where condos have gone down in price are Westwood and Brentwood. These are two areas with a lot of condominium conversions and new construction. I will bet that within the next 12-24 months this inventory will be absorbed and values in these areas witll be back to normal. Venice doesn't have a lot of condos. In general I am of the opinion that Venice has been over valued by overly optimistic people for a while now. In a way that is what is so wonderful about the area-- people with vision are attracted to it. Eventually, these people will be right about Venice Beach, but it is going to take a few more years, while Santa Monica is currently a safer bet.

QUESTIONS WHEN BUYING OR SELLING A CONDO IN SANTA MONICA and Surrounding areas

QUESTIONS TO ASK WHEN BUYING OR SELLING A CONDOMINIUM, PLANNED UNIT DEVELOPMENT OR CO-OP in Santa Monica California, West Los Angeles or Brentwood

• What is the amount of the Homeowner’s Association dues?
• Are they paid monthly, quarterly or semi-annually?
• Does the seller have the association documents as required by law? If so, deliver to escrow as soon as possible.
Required documents are:
• What is the name of the association, the name and address of the management company?
• Are there pending assessments? If so, the amount and when due?
• Are there any pending or recently settled lawsuits?
• Does the seller have copies of the most recent 12 months of HOA minutes? If not, escrow can order them from the association, per requirements of the CAR contract.
• Some lender’s will require a copy of the Fidelity Bond from the Homeowner’s Association and the percent of owner occupied units. Escrow will request this information from the management company.

Reserve study could be important to the buyer. Example: If the complex is in need of painting and there are insufficient funds in researve for painting, there will probably be an assessment shortly. Do the HOA dues include Earthquake Insurance?

What is an Escrow?

People are always asking WHAT IS ESCROW?

ESCROW is a service which provides the public with means of protection in the handling of funds and documents. Escrow enables the buyer and seller to transact business with each other through a neutral party, thereby minimizing their risk.

In the escrow, all parties involved give their instructions (in writing) to this neutral intermediary, the “Escrow Holder,” whose duty is to assure that no funds or property will change hands until all terms have been carried to completion. If one of the entities as shown above, has not, will not, or cannot provide the documents/reports/funds required, the Escrow Holder is unable to consummate the transaction.

Why is the 1031 Tax Deferred Exchange important to a Real Estate Property Investor?

An investor in real estate understands how important it is to preserve wealth and assets. In the
frequently changing world of taxation, the investor is fortunate to have IRC Section 1031. This tax
code allows the investor to exchange from one investment property to another and defer taxes on the gain. This means that a 1031 Exchange is a rollover of equity of like properties, rather than an avoidance of tax. Thus the investor continues to build wealth through real estate investment, and maintains the hard earned equity. Upon the passing through inheritance any tax liability will be limited to the gains from the date of the inheritor's acquisition, not during the years of ownership.

So, in essence the taxes that are saved now are never paid.

How to go about a 1031 Exchange and Guidelines regarding the 1031 Exchange:

• Taxpayer finds a buyer and sells the property through a Qualified Intermediary.( I have Intermediaries in the West Los Angeles Santa Monica area you can use for your 1031 Exchange)
• Taxpayer buys replacement property through the Intermediary.
• The parties may not know each other and their properties can be in different states.
• The exchange period begins on the day the relinquished property is transferred and ends on
the earlier of 180 days after or the due date (including extensions) of the tax return for the
taxable year in which the transfer of the relinquished property occurs.
• The Intermediary should be financially strong with knowledge to make the transaction hassle
and worry-free. The taxpayer's agent, broker, attorney, accountant, or family member is
excluded as an intermediary.

With a properly executed 1031 Exchange: If the tax-deferred exchange of the property was properly executed, TAX WILL BE DEFERRED and the investor will have $44,600 to use towards the purchase of
another investment property. The concept of a tax-deferred exchange is easy to understand,
however, there are many details involved in an exchange that need careful consideration. Before taking steps towards a 1031 tax-deferred exchange, please consult your CPA, attorney, or tax advisor.
